European Maritime and Fisheries Fund (EMFF)

The EMFF is the fund for the EU's maritime and fisheries policies for 2014-2020. It is one of the five European Structural and Investment (ESI) Funds which complement each other and seek to promote a growth and job based recovery in Europe.

The fund aims to fulfil the following objectives: 

  1. helps fishermen in the transition to sustainable fishing 
  2. supports coastal communities in diversifying their economies 
  3. finances projects that create new jobs and improve quality of life along European coasts 
  4. makes it easier for applicants to access financing.

Under the EMFFF Malta has been allocated a contribution of €22,627,422 which will be complemented by €6,271,596 from National funds. Under the EMFFF a number of funding priorities have been established including the following:

Funding Priority 1: Fostering competitiveness through innovation and the creation of a business-friendly environment ; 

Funding Priority 2: Sustaining an environmentally-friendly and resource-efficient economy;

Funding Priority 3: Creating opportunities through investment in human capital and improving health and well-being;

The main focus for the Maltese Fisheries Operational Programme is:

  • Promoting environmentally sustainable, resource efficient, innovative, competitive and knowledge based fisheries: Funds allocated to this objective are equivalent to €11.6 million
  • Promoting environmentally sustainable, resource efficient, innovative, competitive and knowledge based aquaculture: Funds allocated to this objective are equivalent to €3.3 million
  • Fostering the implementation of the Common Fisheries Policy: Funds allocated to this objective are equivalent to €10.1 million
  • Fostering marketing and processing: Funds allocated to this objective are equivalent to €0.5 million
  • Implementing of the Integrated maritime policy: Funds allocated to this objective are equivalent to €1.6 million

Specific Objectives related to the EMFF

The Specific Objectives related to the EMFF are covered under the Union Priority 1,2,3,5,6, and 7 as follows:

Union Priority 1: Promoting a sustainable and resource efficient fisheries and aquaculture including related processing through the focus on the following specific objectives

To reduce the impact of fisheries on the marine environment including the avoidance and reduction as far as possible, of unwanted catches:

  • Temporary Cessation Measures 
  • New engines to mitigate climate change to be installed on small-scale vessels 
  • Research with fishers to study the transition to sustainable fisheries through change of gear 

To mitigate the effects of the climate change/to increase energy efficiency: 

  • ​​New engines to mitigate climate change to be installed on small-scale vessels 
  • Diversification – the integration of tourism, diving and aquaculture. Retrofitting of small-scale coastal fishing vessels for activities complementary to outside fishing including tourism, aquaculture, environmental initiatives 

Union Priority 2. Fostering innovative, competitive and knowledge based fisheries and aquaculture including related processing through the focus on the following specific objectives

To promote competitive fisheries: 

  • Investment in fish shelters in designated ports 
  • Training and awareness to improve catch quality, and will minimise health and safety risks 
  • Promotional campaigns on the consumption of local fish products with a focus on under-utilised species. Awareness-raising initiatives including TV programmes – to improve the image of fisheries and aquaculture, educating the public through school visits to fishing sites and farms, farm open days, media events, fairs and exhibitions 

To promote competitive aquaculture: 

  • The construction of a commercial scale Marine Hatchery as a Private Public Partnership

To empower producers and ensure a better co-ordination along the value chain: 

  • Training and awareness to improve catch quality, and to minimise health and safety risks 

Union Priority 3: Fostering the implementation of the CFP through the following specific objectives: 

  • To ensure relevant and high quality data collection and analysis 
  • The collection, management and use of data, the compilation of national multi annual programmes, sea monitoring, and research surveys at sea. This can be merged with partnership between fishers and scientists. 

Union Priority 5: Fostering Marketing and Processing

  • To aid projects on fish marketing measures and fish storage.

Union Priority 6: Fostering the implementation of the Integrated Maritime Policy

  • To ensure an effective system of control, inspection and enforcement 
  • Control Programme – to procure the necessary technology, hardware, software, vessel detection systems, CCTV systems, IT networks, data transmission equipment, ERS, VMS, AIS, patrol vessels, other control means, training and exchange programmes, seminars, etc 
  • Fostering the implementation of an integrated Maritime Policy.

Union Priority 7: Technical Assistance
  • ​​the EMFF may finance initiatives involving preparations, monitoring, administrative and technical support, evaluation, audit and checks needed to implement the European Regulation related to the EMFFF.
